Yeah, I've been hearing about that recently, read about it over at Eric Meyer's blog today. I think what happens is the FedGov hands down a directive ("Thou shalt not let any liquids onto airplanes"), and leaves it to the individual airports to figure out how to execute it. And I think we both know enough of airports to know that the people who work there are, um, not overly endowed, intellectually. The phrase "dumb as a bag of hammers" leaps to mind...
